I have a custom post type called ‘faqs’ and a taxomony of ‘faq_topics’ within that. The archive page such as https://hbfls.wpengine.com/faqs/faq-topics/criminal-law/appeal/ displays “Blog” as the page header. How can I change this?

I assume you added these new custom post types yourself? The custom posts types header title is customized in file includes/view/page_header.php.
Please keep in mind that custom changes are not included in support.Best regards!
