I need some assistance making the navbar text scale with the resolution of the device. I hope to make the navbar large for larger screens, and then scale in a way that keeps it proportionately the same size.

If you want to play with custom design you can do so. Simply add your own CSS to look it as you want.

My friend then you have to target your element to write your custom style inside a media query. If you can share your website URL I can assist you in proper way by providing you exact code as per your website.

You are welcome :)
You will write your code inside your custom CSS section or by going to Appearance > customise > Additional CSS and your code will be like this one:
@media only screen and (max-width: 420px) { .header_3 nav .menu>li>a { color: orange; } }
Note: Here color orange is only for demo purposes you can use your own styles like I did. I hope it will assist you to achieve your goals. Also note 420px here means that this code should run on only devices where screen size is less than 420 or 420px.
